Assistant Director Khalil El-Halabi has been with the department since 2008 and serves as second in command of the Woodway Public Safety Department. El-Halabi has a Master of Science degree in Criminal Justice from Kaplan University and is a graduate of the 91st class of the Law Enforcement Management Institute of Texas’ Leadership Command College. El-Halabi is an active member of the International Association of Chiefs of Police (IACP) serving on IACP’s Environmental Crimes Committee. Lastly, El-Halabi is currently working towards his PhD in Public Administration through Liberty University.

His duties include being responsible for the development and coordination of all training for paid and volunteer personnel for the Public Safety Department. He also is responsible for conducting and coordinating the hiring process for all public safety personnel and maintaining TCOLE records and TPCA Recognition Program standards. In addition, he oversees the daily operations of the Public Safety Department and supervises paid and unpaid volunteers, the patrol captain, administrative captain, and the fire marshal.
